五.、主讲人简介

Cornel Ban is a Non-resident Senior Research Fellow with the Global Economic Governance Initiative and associate professor of International Political Economy at Copenhagen Business School. Prior to this, he was Reader at City University of London, assistant professor at Boston University and research fellow at Brown University in the United States. He focuses on the fields of science studies, innovation management, industrial policy, macroeconomic policy shifts, and organisational transformations. He has profound expertise and insights into these areas in relation to Europe, the United States, and international financial institutions. His most recent book (Ruling Ideas: How Neoliberalism Goes Local, Oxford University Press, 2018) received the political economy award for 2017 of the British International Studies Association. He co-edited a special issue on the Washington Consensus in the BRICS (in Review of International Political Economy) and is co-editing a special issue on the crisis politics and economics of the International Monetary Fund (for Governance). 

康奈尔·班 是全球经济治理倡议的非常驻高级研究员，并担任哥本哈根商学院副教授。在此之前，他曾在伦敦城市大学（City University of London）担任高级讲师、波士顿大学（Boston University）助理教授，以及美国布朗大学（Brown University）的研究员。康奈尔·班专注于科学学研究，创新管理，工业政策、宏观经济政策转变等领域。对欧洲、美国和国际金融机构的在上述领域中有着颇深的造诣和见解。他最近的一本书《统治思想：新自由主义如何本土化》，牛津大学出版社，获得了英国国际研究协会2017年政治经济学奖。他曾担任国际顶级期刊《国际政治经济学评论》（Review of International Political Economy）期刊上的 “华盛顿共识与金砖国家”特刊的编委，和国际顶级期刊《治理》（Governance）期刊上关于“国际货币基金组织的危机政治与经济”的特刊的编委。

六、讲座内容

The theme of green economy in Europe, China, and the United States can be understood through a comparative lens that highlights their distinct strategies for achieving net-zero emissions. This analysis will delve into the role of key instruments such as the European Investment Bank (EIB), the European Green Deal, and the Biden administration’s Inflation Reduction Act (IRA) to provide a comprehensive understanding of how different political economies approach the same goal. By examining the financial, political, and organizational mechanisms employed in each region, the lecture aims to shed light on how these tools can be more effectively harnessed to advance decarbonisation within the broader landscape of the global economy.

通过国别比较研究的视角理解欧洲、中国和美国绿色经济的主题，可以突显它们实现净零排放的不同策略。康奈尔·班教授将深入探讨欧洲投资银行（EIB）、欧洲绿色协议（European Green Deal）以及拜登政府的《通胀削减法案》（IRA）等关键工具的作用，以全面了解不同政治经济体如何应对同一目标。通过考察各地区采用的金融、政治和组织机制，本次讲座旨在阐明如何更有效地利用这些工具，推动全球经济格局中的绿色产业发展进程。
